Global climate change affects our ecosystem and lives. Dr. Mark Liu, TSMC chairman, has approved “Corporate Social Responsibility Policy” and ”Environmental Protection Policy” which states that responding to climate change is the Company’s responsibility and strategy for corporate sustainability. TSMC learned the lessons from Japanese government and enterprises, who found after the 2011 Tohoku Earthquake that their existing emergency drills are not sufficient enough to respond to the impact of extreme weather, and the Company has been actively promoting a new concept of preparedness for compound disasters. TSMC drew from the principle of “70% self-help, 20% mutual support and 10% government support” to establish its compound disaster response system, planning for worst-case scenarios. In 2019, TSMC will implement the emergency drills for compound disasters, increasing its crisis management capability and climate resilience, and reducing the impact of climate change..

Setting SOPs Based on Worst-Case Scenarios, and Strengthening Emergency Response Resilience

TSMC’s compound disaster management system takes the most severe scenarios into consideration. For example, a scenario based on earthquake of magnitude 6.0 on the Richter scale along with a complete power outage tested the knowledge and capabilities of emergency responders, was used to set enhanced standard operating procedures for emergency response. Today’s technology may not be able to predict natural disasters 100% precisely, but it can identify the scope and intensity of impact that compound disasters will have, allowing us to mitigate risk and reduce the impact of disasters if they should occur.

Collaborating with Disaster Management Experts to Build a Compound Disaster Management System and Enhance Emergency Drills

In 2018, TSMC worked with local experts and academia to build a compound disaster management system and drill script based on professional disaster simulations and the industry’s experience responding to previous disasters. . In 2020, TSMC will complete its enhancement of emergency response exercises, strengthen the command system, and complete training for emergency responders.

Milestone of TSMC Compound Disaster Management System

With support from experts, TSMC built its new compound disaster management system by establishing the compound disaster drill script and checklist with clear scope, test objectives and goal. The Company develops the most appropriate script and checklist through continuous drills and updates, and share them across all fabs to make sure everyone can use it to practice effectively.
