TSMC Arizona: Building the Future in the U.S.

In 2020, TSMC chose Phoenix, Arizona, for its first advanced U.S. semiconductor manufacturing site — a milestone investment that has expanded from $12 billion to $165 billion – representing the largest foreign direct investment in a greenfield project in American history. Plans in Arizona include six semiconductor wafer fabs, two advanced packaging facilities and an R&D team center. This investment will strengthen America’s leadership in critical technologies like AI, high-performance computing, and advanced mobile applications.

TSMC Arizona’s Economic Impact

TSMC Arizona is helping drive economic growth, workforce development, and technology leadership in the U.S. The operation’s first three fabs will result in 6,000 direct, high-tech jobs, in addition to tens of thousands of construction and supplier jobs.

According to the Greater Phoenix Economic Council (GPEC), there are more than 140,000 jobs in occupations relevant to semiconductors in the metropolitan area and it is growing rapidly.

An analysis by GPEC (April 2024) on the impact of TSMC Arizona’s first three fabs ($65B), this investment in Phoenix will:

  • Generate an estimated $1.2B in direct tax revenues plus $195.1M in indirect tax revenues — for a total of $1.4B in tax revenue to Arizona over a 13-year period.
  • Create $4.6B of personal income, plus an additional $4.8B in indirect personal income for a total of $9.3B.
  • Create $32.9B in economic output, with $17.2B in direct economic output, and $15.6B in indirect output.

Creating a semiconductor supply chain cluster in this region provides a range of other benefits to the industry and the broader economy. By bringing together semiconductor manufacturers, suppliers, research institutions, universities, and other stakeholders, these regional clusters create a hub of expertise and resources that can be leveraged to broadly promote innovation and long-term growth.

  • Energy-efficient building design and operations
  • Comprehensive waste management and emissions controls
  • Advanced water management and recycling systems, including an Industrial Water Reclamation Plant (IRWP) which is expected to be completed in 2028 and will enable recycling 90% or more water.
  • Full compliance with the National Environmental Policy Act (NEPA) and local environmental protections
